- Throughout the American Civil War, Confederates used the term “secret service” to refer to any number of official and semi-official secret operations and groups. While the United States government considered many secret service actions beyond the norm of “civilized” warfare, the Confederate States were desperate to compensate their technological and material disadvantages. In 1864, secret legislation was put before the Confederate Congress to create an official Special and Secret Bureau of the War Department
